Guest Lists
For security purposes, it is essential that Event Organisers compile and submit an accurate guest list for all attendees visiting the House of Lords venue. A complete guest list enables Parliamentary Security to verify who is expected on site, manage access arrangements effectively, respond to any security enquiries, and maintain the safety of all guests, Members, and staff. As security procedures rely on the accuracy of attendee information, Event Organisers are responsible for ensuring that all guest details are correct and that only invited individuals are included on the final approved list.
Organiser Declaration
To ensure the smooth and secure delivery of events at the House of Lords, Event Organisers are required to submit a complete and accurate guest list for both security and catering purposes. By ticking the Organiser Declaration box, organisers confirm that all listed attendees have been invited, that the information provided is accurate and complete, and that they accept responsibility for communicating admission requirements and event instructions to guests. This declaration also makes organisers accountable for the behaviour and conduct of their guests while attending the event. As only one final guest list will be accepted, organisers must ensure names exactly match invitations, include any VIPs or special guests, and submit the list to holguestlist@parliament.uk no later than two working days before the event. Failure to include a guest on the approved list may result in refusal of admission, and for non-sponsored events, no event-day amendments or substitutions will be permitted.
VIPs and Special Guests
Please notify Black Rod's Office in advance about VIPs and Special Guests using the following email address blackrodsoffice@parliament.uk. This includes Ambassadors, Ministers, Members of Royal Households, Heads of State, speakers, award recipients and public figures) must be declared in advance and recorded in the designated section of the guest list. Any special arrangements remain subject to approval by Black Rod's Department.
